Its not. Zed's biggest counter is, in a way, himself. A lot of his damage comes from his ult, which is one of the most telegraphed moves in the game. It literally gives you time to prepare and set up for it. Furthermore, his W's passive is what provides a good deal of his strength. And most Zeds don't rank that up until last.
