Why are mastery tiers partially limited to RNG?

I swear you guys at Riot hated RNG although I've seen a TON of RNG be recently put into the game in the past year.

I should be getting mastery tiers by playing the champion and performing well with them; I like how you did the token system, but the "get champion shards/permanents/blue essence" is a horrid system for this specific thing.
