When Riot said things were returning to the vault did they mean Falllout4?

Since harrowing didn't come and a disappointing watch in worlds for October. Wasn't even as good as last years in Korea. I was a previous TSM fan but now that Dyrus has stepped down I have no real reason to watch LCS. Let alone the fanboys jerk off their favorite teams in NA when we're obviously years behind Korea in patience and skill. Fallout 4 > League of Legends for 6 months max? Idk I'll def get gold around the end of preseason though ;)
