Refund Tokens

tl;dr: Restrict the use of refund tokens to players that have at least hit level 25 or 30.

So, there are a lot of complaints about people that blow their refund tokens on stupid things early on and further complaints that there is currently no way to receive more.

I, personally, am one of those that complain the loudest. I refunded Sivir and Nunu so that I could buy the starter bundle when I was pre-level 10, so I had absolutely no idea that it was a horrible RP purchase, no idea that I wouldn't get more refunds, and no idea that those champs would be discounted from the bundle price. So I lost them for nothing.

I'm not going to sit here and beg for more refund tokens, but would it be plausible to restrict refunds to those that are at least level 25-30? If players were forced to wait, they could at least get some learning in and have a better chance at figuring some of these things out. I think automatic buyer remorse is rampant at low levels because new players don't understand how champions are supposed to function in their individual roles. Including a delay would probably help that.
