Since DUI is illegal, shouldn't GUI be reportable?

While I understand there is no way to prove that someone is gaming while under the influence of drugs, shouldn't we as a community be able to report those who are just uninvolved with the game. I have learned form personal experience that those who proclaim to be using drugs or alcohol generally ignore all common sense when playing. I can't even count the number of games that I have to deal with drunk summoners who just run into the fray yelling "YOLO I'm sooooo baked!" We need to add a "uninvolved" or "GUI" tab to the report section.

Ultimately I suggest this, allow the tribunal to take a vote on the possible banning of those GUI. In our defense: league is a community, and I for one cannot stand it when people are inconsiderate to the other players. Those who are under the influence ruin the joys of playing League!
