I was in a ranked game, and granted there was a bit of miscommunication, but our ryze mid went 1/11 and in game he said that he got so baked. I hate it when people say this, if you want to relax in a normal and play while high, go ahead, but don't play in ranked.

You can try, but it probably won't stick. The only real repercussion to someone doing that often is losing their games and being demoted more easily, because playing poorly in itself is not against the rules.
