Question Regarding Acceptable 3rd Party Programs

So according to some posts that surrender@20 put out they are not bringing over the item set creator. I must be one of the 15 people who use it. It mentions that they're going to accept using Championify. Now, what programs are acceptable? Does Riot have a list? I've seen plenty of posts that complain about permanent bans because of using 3rd party programs. Is there a guideline? I want item sets, and without the item set creator, I can use something like Championify I guess. However, I don't really want to put myself in a situation where Riot will ban me because they decide that Championify is now bannable.
