Moving Runes & Masteries selection to before the start of each game.

I can't be the only one who is tired of sometimes forgetting to change runes and masteries during champion select or having teammates forget. So what if we gave 10 seconds for runes and 10 seconds for masteries in the beginning of each game instead of in champ select? That way it'd be close to impossible to have the wrong runes and masteries in a game. Sometimes runes and masteries can have a huge impact on the game, so I think that would be nice.
