Thats the main reason ryze was changed before yorick. Ryze is played often and has always been either really good or really bad, riot didnt want to balance him anymore so they gave him an actual rework. While the low population for yoricks show ryze as the bigger problem for champion updates.
Yorick was not delayed because of Ryze. There's two different teams working on the reworks. One was on Ryze, one was working on Yorick. Ryze didn't delay Yorick.
Like literally Riot has said this so many times, what's so hard to understand about it?
