Instead of getting more refunds every season, give us IP Refunds per season.

When you first start out in the game, you are given 3 refunds for both IP and RP content in case you bought a champion or skin you didn't like, or refunded Ryze or some other 450 IP champ like most of us.

I propose that when you begin playing, you receive 3 RP refunds and 3 IP refunds. Once the pre-season begins, you receive 3 more IP refund tokens, allowing you to refund a champion or rune if you are unpleased with changes to them.

Example: (Since I'm a Katarina main I'll use her for this.) Katarina's champion update finally hits live. I try her out in a few bot matches and just don't enjoy the path that she has been taken. Instead of leaving a champion that I dislike in my pool, I will decide to refund her with my newly acquired IP refund tokens.
