Does Riot allow smurfing?
Like, for instance. If someone admitted to being a smurf in-game, could you report them and get that profile banned?
I just feel like it is so cancerous to play against at low elo.

Smurfing is allowed. Intentionally losing matches to stay at a lower MMR isn't allowed.
Smurfing is allowed, just not encouraged. Considering you can make endless accounts for free with no effort, its a difficult thing to stop.
Generally Riot doesn't support them, but it's allowed and not at all reportable.
There are reasons to make smurfs that you may not understand, sometimes it might be unfun to play against but just remember, they're everywhere right now due to match quality being so terrible in high elo right now.
They'll be on your team as much as they're on the enemy team.
Nope, and if you spamm enough about it they can report you for negative attitude and get YOU banned instead. hf
