[New Item Suggestion] Spell Shield: The Active Support Item!
Simple concept: Have an item that allows you to create a spell shield on target allied champion on activation.
This would probably primarily be for supports, or top/junglers serving in a "Protect the Kog'maw" composition. The cooldown would be longer than a Banshee's Veil, but you can place it on yourself or others. I'd also like it to replenish mana/energy on successful spell block just like Sivir's, but it wouldn't be necessary for this item to be useful.
To prevent stacking many of them on one team to protect a single person, it could have a diminishing return like Heal does, so that you either can't use it on one person within a certain time (like 20 seconds) or any use on the same person results in a shield that doesn't last as long.
