That basically just tells you that you wont get as much lp and will lose more since its saying you belong there.
Yeah really lol Veteran = Skill capped.
Veteran can be gained during your climb from 5 to 4 to 3 to 2 to 1. Its cumulative while in that division, not the tier.
It doesn't mean you're not climbing.
