Experiences with Tribunal :/

I do really often like reviewing cases in the tribunal but every time I can finally put that pardon button to use ( prob. 1 out of 30 cases)
Every time I click the pardon I always regret not being able to report one of the other people in the chat box. I mean horrendous negative attitudes and cussing towards everyone else. I deeply want to report that person but I cant :( This was Idea was probably thought of already I just want to know why not? Why cant we report someone else in the chat box?
