I did skip the case but I want to ask if a person's summonner name is not inappropriate but there other games were filled with verbal abuse and I click punish does that make him change his name also? Shouldnt the inappropriate name and the other cases be seperate? Why punish them if they have nothing inappropriate in there name but in the games they do have verbal abuse.

Hmm well I don't know how it exactly works when it comes to situations like these. I imagine that if they are punished and their name is inappropriate they are probably contacted to change their name. Now I am taking a guess that someone from Riot probably reviews first if the name is needed to be changed before issuing this notice. This is my speculation as I do not know how it works.
But in regards to the case you came across, if you believe that their name wasn't inappropriate then look into the other things this person was reported for and go off of that. You say you saw verbal abuse so focus on the cases where that was evident and make your call.
I would guess that if their name is not inappropriate Riot won't force them to change it.
In general I'd say that regardless of what they're reported for look at the chat logs and the 500 word things people type about them to see if they really do deserve to be punished. Ignore the actual report parameter unless it's especially important and just focus on their conduct.
