Did Something Happen to OCE/Asia Servers?

So, since about mid-2016, I've noticed a sharp spike in the number of non-English/Spanish/French speaking players on North American servers. (English, Spanish, and French cover the major languages of the US, Mexico, and Canada, respectively.) I don't want to call it a problem for fear of drawing ire as a racist, but from a team player's perspective, it does raise the issue of being unable to communicate with these teammates due to my lack of knowledge of other languages and/or their usually-poor-to-nonexistent English. (Partially my fault, but I also don't expect to know English, Spanish, French, and 3 Eastern languages at the age of 17.)

I get it that not everyone in the world needs to know English or should be forced to learn it for a video game. But let me ask the question: If I can't speak Chinese/Japanese/Korean/Tibetan/etc and they can't speak English, why should I be matched with these players?

Is anyone else noticing this or am I just going (more) insane? And, more importantly, did something happen to the overseas servers to prompt this seemingly-large migration of Asian accounts to NA?
