Well, I've encountered a couple people who did that one thing in One for All where you unlock all the skins for that champion for everyone on your team for only that match. Some people don't mind spending RP in such ways on a whim.
I think the truth about mystery gifting if when you get a skin for a champ you almost never play and completely forget you own it, play with default a few times before one day noticing you have a skin unlocked, lol
