Is there nothing that Riot can do about Smurfs?

I know it's extremely difficult to combat smurfing, but it's insufferable when you take me, a bronze 4 shen main, and suddenly i'm up against a plat or diamond smurf who are much much better at the game than i am. My big goal (dream almost) in League is to climb out of bronze and into silver, but it is almost impossible for me to climb to bronze 1 without going against smurfs whom of which are more experienced at this game than i am. For example: I just recently had a game where i got stuck bot lane as shen supp because of a communication problem with our nidalee (who was gold, not sure why i'm getting golds in b4). In bot lane, i was against a lucian who claimed he was an infamous diamond smurf. I was confident in our comp that we could do well, but bot lane got destroyed completely by this lucian and his cow friend. Our adc thresh wasn't exactly amazing and neither was I (i avoid bot lane like it's the bubonic plague), but there were some moments where he displayed mechanics i've never seen in bronze. He even started giving me tips about support because he saw that i was struggling hard. Safe to say, we surrendered at 20, against that 11/1 Lucian.
