Very confused on instant feedback and how riot does things.

I have no idea to what board this applies so i guess ill just put it and miscellaneous, ive made another post about me getting banned and this is a follow up to it kinda. so i complained about the trolls baiting others into doing the same but he dint get banned for doing almost the exact same and more that would take too long to talk about, so i complained about riot being butthurt (which i still truly think its not really personal to the staff but still what the fuck) anyways i kept (nagging complaining etc) about him not being banned and since the instant feedback is instant and he isnt banned in 3 days its not really instant or he just isnt banned, but after redownloading league to play on EUW for a while with my family i decided to check how long the ban was either way and after 13 days i finnaly got the pop up that a player i reported got banned, now i have no clue how riots system works (and its not like they explain it to anyone same as with the reports system riot try to explain it more since 99% either dont know or just dont trust other players enough so they still ask for more reports) but after 13 days is it that riot decided to check it out themselves or was it just a really late ban?, if a riot employee could try to explain their system for once i would appreciate it. on a side note, why doesnt riot explain their system more? its not like it hard to spread this info on a larger scale instead of just stumbling apon this info but now i know illaoi is gangplanks first love!! they could just change those loading screen thingys into info or next to it or just a page where you can see how the system works thats easy to acces and not 50 pages long.
