''reform'' card and botting issues.

the reform card shows up when you're perma banned, how does that make sense? because riot tantram shared their mindset and they dont want ''toxic'' people's money or them making new accounts, so why do they have a reform card at a permanent ban? is it to tease or do they really want you to make another account?. also the botting would decrease if the perma ban would be changed to something non permanent so people dont have to buy accounts to not have to grind back, wont stop the smurfing accounts but might decrease it. what if a lcs player gets their account banned? do they get a free card or do they have to grind back up? how would this go into play?. i would suggest a change in the ban system and not only because im banned but because of all the bots still happening and all the bans and if its truly the 0.6% they claim they can risk it to unban them with the coming of this new system and to keep a eye on them. it is said in september of 2016 they had a 100 million monthly active player count or something like that, so 0.6% is just 600000 players into the new system since they can change the honor systems why not the bans?. ill edit this along with you guys responding and i hope anyone from riot reads this hope to see you specificly tantram.

edit: if perma bans really change people then why woulnd a perma chat ban, they cant be toxic but they still have their account they grinded for or payed for.
