How come tentacales don't start with 12-second timer of Spelltheifs, but plants do?

So, what's the big difference between and Illaoi tentacle and a Zyra plant that leads to the tentacles not starting the 12-second timer, but Zyra's plants do? They both give 5 gold, and are some immobile attacking thing created by an enemy champion.
