@Riot: Maybe the report feature wasn't the best idea
When it comes down to it, every game or at the least every other game, there will be players who cry for reports and it is beyond annoying and disturbing.

There's thing thing called muting. If you just type /mute @Champion (ie, /mute @Ashe) or /mute @IGN (/mute @arcinex), you don't have to listen to those people anymore.
Alternatively, if you're in game you can click the little chatbox-looking thing in the tab menu beside the player you want to mute.
