When it was first released, sure great. Get a chest here and a key there. But now, 50-60 games later and so many S's included, not a single key fragment. Oh sure, you still get chests, but in order to open those chests, you have to keys which are practically non-existent. But Wait! You can get keys by buying RP! Yea, good idea to lure us in there Riot.
i've earned 6 key frags (2 whole keys) in the last 3 days. i'm not having the same issue that you are.
I agree the system isn't entirely honest, and is subject to some manipulation in terms of fragment drop rates and the ratio of champ vs skin shards.
That said, key fragments are on a one month cycle, where your probability of earning successive fragments drops after each fragment earned. So after you earn 6-7 fragments within that 30 day cycle, it starts taking quite a few wins to grind out the last few that you need for your chests.
If the season does last 365 days which I don't think it does, you can only earn 52 chests. I doubt there will be many players doing that. Eventually you will earn enough frags to open your chests seeing as they reset every month. Stop being entitled and just play the game and your keys will come. The reason they are on sale for RP is for those impatient people or rich people. If you are impatient and feel the need to buy your keys with real money then you have bigger problems than getting key frags to drop.
