Promotional Matches - Worse Matchmaking?

It seems like every single time i've hit my promotional matches my teammates are suddenly drastically worse in skill level. I'm not trying to insult my teammates or lash out at them but i'll give a fair example. I've been through my S3 to S2 promotional matches about 8 times now. This last time my first promotional match had 2-3 unranked players who stated this was their very first ranked match. Things like D/Cing, raging, and even brand new to ranked players always seem to happen more often when I am in my promotional matches. Players who d/c, rage, etc would have lower elo/mmr if i'm not mistaken. You could argue that I only notice it more in promotional matches when it matters more, I doubt that though.

Does anyone else feel the same way? Like you get matched with lower skill level players than normal when you hit promotional matches?
