why? garen skin available for free by following on twiitter, but it was on sale so I bought it.

can't resist a sale.

The way they determine what is next on sale is based on a system and is not random, so it probably comes up on its own because it isn't a legacy skin (like Unchained Alistar and Riot Girl Tristana are). If you want a refund then send in a support ticket. Do you know where those are found?

nah, it's not that important, i like the skin, and besides i only i got 1 refund left on the account.

It was just funny that's all.

i'd rather send in support tickets about all the elobooster troll accounts i discovered this month, and beg riot for an account reset of my mmr rating, which they won't give me...

I'm not actually trolling in this thread. ( nor any thread don't know what you're referring to... )

I was just saying that, for me personally, it's no big deal, not sure how to communicate that to you, but if I was a kid, and had a limited income to spend on such things, then it might be.

The thread was more about how I found it odd. Since, I was just about to go add Riot on Twitter when I realized that I had just bought that skin.
