Why should I be the one that's punished if I go afk because my support Annie is purposely taking all my cs?

Because you aren't entitled to a support at all? Kill lane bots are not against the rules, and she isn't obligated by any rule to give you CS. You just threw the game for your team because you didn't get your way. That's not acceptable.
On the other hand, it's still terribly thought out. Why should I be punished for leaving a game if someone already left?

Simply because the game isn't going your way does not give you right to AFK and ruin it for everyone else.
That's my point, Annie is ruining the game for everyone by preventing the adc from getting any gold. It's not the adc's fault.
By that logic it's perfectly acceptable for me to take smite as the top laner and steal all of my jungler's buffs then expect him to be fine with it.

you are not entitled to that cs, giving cs to marksman is a choice not a mandatory thing set in stone, leaving game on other hand...
That means you got put in low priority queue because you went AFK. Annie may have given you a reason, but that still doesn't give you the right to ruin the game for the rest of your team.
I heard in the next patch there will be a new report option that gets an elevated punishment; it will be called "My support took my CS"
