What time do names become available?

OK so the name that I'm looking to change to becomes available on the 19th, will it be available right at midnight? And if so, midnight in what timezone? The reason I'm asking is because the last name I wanted got claimed by a bot for a name selling website before I could get it, so I want to make sure I get this one the moment it's available.
