Step 1: You must have bought all champions ranging from 450 IP to 4800 IP, leaving only the 6300 & 7800 IP champions left to purchase. (this is assuming you're still racking up IP to buy the lesser champions)
Step 2: Buy 3 Champion Shards, so the math would be like:
1700 IP x 3 = 5100 IP
Step 3: Reroll the 3 champion shards into a confirrmed 6300/7800 IP permanent champion.
