That delay is still bad but I'd rather see his heal as a flat rate not %. So imo Lower the delay AND nerf the heal.
Just seems to be the way that the boards go, the same people saying how a change killed the champion are asking for nerfs on the next patch when Riot actually responds to them and attempts to fix their problem.
I think Riot should have a policy where a champion must remain untouched for the following patch cycle, unless it's to fix bugs, or the champion is over the top retardedly broken like release Xin Zhao. That way there's at least a chance for people to figure out what the changes to the champion actually feel like.
That way we don't end up with overnerfed champions, or champions that were strong getting extra buffs because nobody took the time to figure the champion out in the first place. Honestly, Ekko, the recent "assassin", not sees the majority of his play as a tank oriented jungler due to the knee jerk series of nerfs that were thrown at him. There's pretty much no reason to play him as a mid lane assassin when you could pick 
and do the job more effectively.
