Ranks is a minority opinion in bots and ARAM
I've been taking note of what percentage of players in aram and bots have a ranked border. In general, it is NOT that high. Well less than 50%, as most of the time there are between 0 and 3 that have a border. The majority of the time it is < 2.
If ranked were what most people play, then ranked borders would be evident on players. I would contend then that ranked is NOT what is important in LOL. It might very well be that many people play PVP most of the time ... it might be that many play ARAM most of the time. But it is a minority that play ranked. Of course in ranked, that would not be the case (you would eventually have a ranked border if you play ranked all the time). But in places where having a ranked border would not occur over time, the majority of the players don't have those borders.
That being the case, ranked is NOT what most of us care about. I might be a majority of the players that comment on the boards might be ranked, but that is not a random sampling of players by any means. What is difficult is to get an accurate assessment ... there may be players that play nothing but ranked, even like there are players that play nothing but bots, or ARAM, or normals. But in ARAM and bots, ranked is a distinct minority.
So in bots and ARAM, ranked should have a considerable minority position in what and how things work. 1 man, 1 vote principle. Because they make up such a minority of the population there, they should have very little input into how things work there ... playing there with the attitude "it's just bots" or "it's just aram" should be met with "Who the *!@#! do you think you are, your platinum rank means NOTHING here. This is NOT the ranked queue, this is ARAM/bots."
