So worlds is in China for season 7 and I've heard things like you can't make a League account without the equivalent of a social security number, also heard that transfers are very hard for that reason. So if someone from NA went to China for worlds would they be able to play league if they brought a laptop? Might not be correct on some stuff so forgive my ignorance but i'm just wondering :p
There's nothing that stops you from logging into the NA server while in China. If you're willing to put up with a laggy experience, you can play on your main without transferring. (Practice tool anyone?)
I would suspect that an account on the Korean server would be easier to make and decently low lag (even if it's high relative to those in Korea), so I'd try that if the lag was too high.

China doesn't allow foreign gaming company to operate in China without an agent, in the case, Tencent is the agent(which later became the owner of Riot).
As a result, the servers are operated under Tencent, and has slightly different underlying structures and very different user policies than the Riot ones. Transferring is not possible as a result. (You signed a contract with Riot to play the league, not with Tencent, so you can't move to a Tencent server to play).

Social security is required in Korea, not in China. You can create free accounts in China. However, you are subjected to minors' game addictive prevention program, which limits your play time per day. Exceeding playtime limit yields no IP.
You can play in NA server, though the Ping would be unbearable without VPN(300+ with spikes). Even with VPN is pretty bad (around 200).
