Does riot have the ability to deal with the overwhelming amount of toxicity?

I didn't even think about this till just know but do they really have what it takes to fix this issue? With this game being free the over all revolving door effect of people just getting banned and making new accounts has sorta flooded the lower ranking areas with an alarming amount of of people just out to make other miserable.
