Smurf accounts really needs to be banned

I was in a bot game just to grab my first wins & head out, until I was in a game with a Level 2 Diamond Smurf Jinx. Of course, when it comes to either playing with new people or those who're just hungry for IPs, games tend to be longer & a little more frustrating whenever it comes to veteran/smurf players who were teaching/scolding new players about their builds & gameplay. And technically, our little Jinx buddy here doesnt give a shit about it. Instead, she ignores parts of where Syndra(I think she recently hit level 30, judging from her Bronzie attitude. She says she wanna stay longer to learn builds & stuff) wanted to stay a little longer, and starts ranting on how she(Jinx) wanna finish the game quickly, and the two starts arguing with each other.

Seriously, what is the benefit of making a smurf account? All I see was just the purpose of bullying new people in the game, or to sell of his old account for $$. Scared of getting your original account banned? Who's fault was that to not hit the mute button to avoid toxic counter-argument?

This is not right at all. Riot needs to act on this.
