Some Changes to ARAM's Reroll system

Currently they re-roll (rr) is a system to try and get another random champion to play ARAM with. Its a somewhat silly system considering the name "All Random All Mid" but it's understandable to have. Moving on when you receive your "random" champion, clearly favoring free week, you then have say 40 seconds to trade, set up masteries, select a rune page and your summoners. However some people will immediately re-roll if they have a champion they do not like. For example lets say you see that someone got zed and your like "live and let live i wanna play zed " but before you can offer to trade, they... re-roll. Like really, if you don't like a champion and you can trade maybe offer it up first? Anyways I think players when they hit the re-roll button a message should go out saying "[summoners name] is going to re-roll" and you have 3-5 seconds to make an offer in a FIFO methodology to which they have to accept.

P.S. And whats with all there dodges in ARAM, takes 2 mins to find a match, another 3-5 to actually start the game with all the dodges.

Fix Aram smurf accounts first before anything else.

Even if some people are self-centered, players with decent manners already ask first before rerolling. Actually enforcing it through the system seems a bit excessive. I wouldn't be opposed to that change though.

I always look and check out if i can trade with anyone BEFORE re-rolling, trust me I would not want to waste my re-roll if I wanted someone else's champ first. I don't have a huge champ pool which means I rarely get the chance to trade. But trust me I do trade before re-rolling.

And the dodges are nothing compared to norms :P
