Ip for Refunds!!!

So I was thinking, and I asked myself what should I do with all this Ip that I have no use for since I owned all champions and I had the runes and rune pages I needed? I then came up with an idea that we should be able to buy ourselves refunds with the ip we had. And it solves the problem of having too much Ip and also the fact that the people who used their refunds carelessly will have chance to redeem yourself. Now the ip price I was thinking maybe like 25,000 ip. Yes, 25,000 its first off reasonable since you are getting the chance to refund rp wasted. And you may only have 3 at one time. And you can only buy one refund every 5-10 days. So you aren't abusing the system. Also so this is also fair to other people, you can only buy the refunds if you have been positive, and haven't been banned/chat restricted more than once.
