Client Chat Still Won't Connect

I made a post a few days about how my client chat and friends list wasn't connecting on my main account 9/10 of the time, but my secondary was working just fine with no issues. Riot deleted my post for it not being in the proper location. It was on the Bugs board........ Where should I have posted it? Is there a board simply for Client issues or questions?

In short, the chat / friends list will not connect on my account. I have never been punished or muted by Riot. In fact, I hadn't even played much League in the last month or so. However, I have a second account, and using it on the exact same computer, it has no issues whatsoever in connecting to chat.

About a week ago, I played a few games on my main account (the one that won't connect), and I could speak in game just fine, but Champion Select or any chat in the client itself wasn't working. I switched to my second account it it worked just fine. I eventually switched back to my main it also was working just fine. I figured whatever had caused it sorted itself out. Fast forward a few days from there, and my main account once again wasn't connecting to chat. Meanwhile, still no issues with secondary. Today, exact same thing.

Not sure if this is some kind of issue on my end or if it's a problem with the Riot servers. Why would one account work just fine and one almost never work? If I have been punished, shouldn't I have been notified? And also, WHEN was I punished? I wasn't even playing to begin with.........

If anyone can help that would be appreciated. If you can't help, could you at least help me figure out where I should be posting this? Riot's removal of it gave me no hints on where it should go.... -_-
