Personally, I view it as a system that didn't accomplish its intended goals. Not only is Honor as a concept almost irretrievably flawed (people are more likely to be appreciative of a skilled teammate regardless of personality), it's very inaccurate in how it rewards people/how it's calculated.

As far as I'm aware, Riot is planning to involve or rework Honor into the new Tribunal whenever it comes out. Hopefully that happens.

While it was trending it worked beautifully imho. I think many will agree with that, so as a proof of concept I think it was a total success. As a long-term system however it couldn't keep pace with the reduction in activity and in that regard I deem it not as a failure but simply untapped. Tying the honor system into Boards profiles, the (eveeeeeeentual) new Tribunal, ranked rewards and the current 'summoner icon for sneezing' trend are all things that can help in that regard and I am disappointed not to see attention in that area. However, I am definitely grateful that there is at least a foundation on which to build.
