If I were to buy Alien Invader Heimerdinger when he is on sale tomorrow, would I get a mystery gift or no due to it only costing 910 RP instead of 1820?

You still would receive the mystery gift according to their FAQ. Legendary skins on sale are still legendary, just like Primetime Draven and Surprise Party Fiddle who are permanently discounted.
