It only has increased mana regeneration & ward charges which isn't much, compared to:

You can think of it as a utility option for any jungler. Who doesn't want wards to place when playing Jungle? Nobody.
Obviously a must pick on Lee and Jax though.
I believe they're trying to shift jungling from ad>ap... Look at the jungle items... They're trying to get a hold of the meta...
That's just my guess based from observation.
