They get matched with Diamonds (and other veteran players) in intermediate bots as a way to offset the influx of "botted accounts" that have been hitting the rift recently. Riot is assuming that the more seasoned players would be more knowledgeable about the game and would be capable of two things: First is being able to win the game despite having a "botted account" for a teammate and two that they know enough to report them after game. So they opened the flood gates on match finding to have zero restrictions so you can be matched with players of all different skill levels.
You will see many more level 30 players along your way. This isn't new news. Be grateful for the free win.
