i have no idea what that means. flat usually means "no % effects" to me. wit's end deals flat magic damage, blade of the ruined king deals % damage. So what is a flat %???

In what context?

It's possible that they were referring to percent-health damage that doesn't scale with ranks in the ability.

Alternatively, they may have been referring to maximum percent health damage, since that doesn't changes as the target's health changes.

Or it could be referring to the percentage amount scaling with stats (i.e. Vi's Denting Blows or Maokai's Twisted advance) as opposed to being a flat percent (i.e. Poppy's Devastating Blow).

As opposed to scaling percentage, I guess? Things like Vayne silver bolts doesn't have any scalings attached to it. Garen's Villain 1% true damage mechanic has no scalings. Lulu's Glitterlance slow has AP percentage scalings. Warwick's Hungering Strike has 100% AP ratio+%HP magic damage.
