Best Champ to buy so I can reach lvl 30?

So I currently have Garen, Ashe, Yi, Shaco, and Soraka. I really want an Ekko for top lane but I only have 3300 IP. Is there a champ I should use to steamroll to lvl 30? Who do you recommend and where do you suggest I do it? Thanks.
