Tooltips

Why aren't tooltips within the game given ratios and durations?

I can't for the life of me figure out why I should have to go to a third party site to figure out how long morgana's Q will last or how much damage it will do. These things are given to me in game so why can't I know them before the game starts?

Maybe I want to see if bloodthirster would be worth building on Hecarim because his Q ratio is AMAZING....j/k, but my point remains.

Request red dudeman's input and what the community thinks of this as a feature as well.
