I know everyone hates the lil bastard, myself included, but why isn't teemo support a thing?
You have unparalleled map control with shrooms and sightstone. The shrooms even give you time to run away from the gank because of the slow.
Between blind and exhaust you would be hard pressed to lose a trade.
You have amazing poke.
I realize this is never going to be an LCS thing but I'm still curious why it's at least not a lower ELO thing.

Because teemo can take kills easy, especially with his poison, that can make the adc precious kills go to the support who doesn't need them, then the adc gets mad and for a good reason, as teemo overpowers the adc more and more kills may go to him instead.
I am not saying it's a bad idea but you said the low elo and the low elo is exactly where this happens. Also teemo other that a 1.5 sec blind provides no cc to the fight so he is a dmg rrelated support, makes it easier to kill steal the adc.
I think in the right hands he would make a decent support, i mean annie isn't much different. Lil hoe has so much dmg that ADC can lose many kills to her.
I just think ESPECIALLY in low elo an ADC wants a support more like leona, blitz, braum, alistar. Something tanky that doesn't possess much dmg so as an ADC you can 'ks' them and make sure the gold gies in the right hands.
Personally a leona or an alistar or a thresh is so much better and preferable to be my support, that i wouldn't even consider a teemo.

Because he isnt meta and LCS dont use him, you saw what happened to annie once they used her as sup in the LCS.
I do him several times. He leaves the carry exposed, like Bard, he has no saves, like Bard, he's really squishy, like bard, built it wards and roams, like Bard, but unlike Bard he has a Blind>Situational stun and does some damage.
What are you going to do when 
CC lock your ADC? Before you say Blind, a lot of abilities hit through Blind. Teemo's range is also fairly poor, and he's very squishy. To top it off, sustain beats poke.
I've seen Teemo support a lot actually
Teemo is kind of a blatant troll support. I'll never forget when my alleged "support Teemo" started proxy-farming my lane just to make sure I didn't get any farm at all. The only way you can trust a support Teemo is if:
He builds full tank with FOTM and sightstone with a 0/21/9 mastery.
He doesn't take ANY points in his E until lvl 13.
But I can see that Teemo can be a great support, due to his high utility. Q an ADC right before s/he last-hits and you'll be raking in a good CS lead no matter how bad you farm.
While I have tried to play Teemo support. One thing is his poke. It's great but it comes with a cost and that's his range. Especially in a 2v2 lane you are more than likely to get both of them on you than having them take our your adc. His range is just too much and while his shrooms are good you have to wait till level 6 to get it!
Aside from that though in my opinion he is really good. His blind, slow, and team com, is well done especially when you know who to hit with your Q!
Teemo support is definitely good, and I do it from time to time (even in ranked). One of its main downsides is that he really can't do a whole lot to stop the 3v2 and sometimes 4v2 dives that people like to do. It helps if you have a shroom fortress up, but that takes a lot of time.
Basically you just just need Liandry's on him to deal massive damage because each shroom deals 24% current HP (4th tick restarts Liandry's timer). Max Q first and take shots at the enemy ADC when you can. I like to go frostfang -> forbidden idol -> Liandry's -> finish idol into Morellonomicon. I like to get idol by itself at first because Q harrass is so mana intensive and the shroom CD is so long.
