Guy who did connected didn't moved from spawn point at all, can't remake the game

No, I do not think this is a bug, otherwise I wouldn't be posting at Miscellanous instead of Report a Bug section.

What I would like to know is that** why isn't the game remake-able when a player didn't do a single game action at all until the 3 minute mark, despite being able to connect anyway?** Being connected or not, doing nothing until the 3 minute mark doesn't signify any gameplay differences at all, and both scenario SHOULD be able to remake the game. I'm only posting this as this just happened to my last game, where our Viktor didn't purchase or move at all even though he did connected to the game at 100%, and thanks to him, the enemy Veigar got all the free time he needs to farm up his AP.
