Its supposed to be cold, its the Freljord. The visuals have stood up incredibly well all things considered, and its blandness is because HA is the background, the focus is supposed to be on the champions and the gameplay.

It was made more recently so of course its visuals are up to date in comparison, its style is just as unique as HA but can get in the way and be distracting from gameplay as it is darker overall, and all of riots music is dope af. Have you heard the Braum theme? Amazing.
i much prefer howling, but i do think they should have them rotate at a 50% chance for either when you play

By active as well as HA? Yes.

It would be a better idea to just add it as an alternative skin for the map, considering how the layout is identical.
They should update the visual for HA and maybe the music
