Which of these 3 is the best to main

Skarner jungle, graves jungle, or sejuani jungle? If you have someone else you'd like to recommend my budget is around 4800 ip but if I have to I'll stretch that to 6300.

I'd have to put my chips on Graves too. The other two just aren't as versatile and Graves has great payoff and isn't punished as hard by specific enemy comps the way the other two can be.

Vi is good too, not as universally tanky as Graves but she's real good at locking people down and peeling/disrupting the fight. She also has better ganks because of her Q. If you can control the urge to ult their carry and put yourself in the middle of their team every fight (this is literally what decides if you should play Vi or not) then yes, she's an excellent choice too^^

The only problem I have with her is that she doesn't have that much playmaking ability with her kit, it's kind of just ult the carry and hope for the best, there's not really anything else she can do. Basically I feel she's very one dimensional, and even after putting in many games there's nothing I would really learn-is this true?

Isn't her Q a playmaking ability?

Not true at all. Vi has plenty of playmaking ability with her Q and Ult. However, the idea with Vi is to know when you should ult the carry and when not to. Most of that is learned through experience in teamfights.

If you truly believe that's all there is to Vi then I can say with confidence that she's not the right champ to fit your playstyle. Which brings us back to Graves^^

The only problem I have with graves on the other hand is I feel like he's going to get nerfed soon and fall out of meta where as vi will always remain a strong pick.

I don't think they can nerf Graves as easily as Vi due to his passive pellets. His kit just makes him a super strong champ.
Vi falls out and into the meta depending on how slippery people are; she comes into play when single lockdown is needed.
I also forgot to mention that if she'll get roster changes when they decide to work on diving fighters (if the long-term matters to you). Vi is very strong right now (probably even better in the next few patches) though since squishies and assassins are becoming very common.

actually VI can be a better tank then Graves, Graves builds damage and is only viable doing so. He is stupid strong but not as forgiving if you make mistakes, were as a VI even if behind built as a tank can still be useful in game with her target-able ult and engage. any tank jungler who has utility in their kit such as Amumu JarvanIV Malphite Maokai Nautilus Rammus Volibear can be viable based on tank stats and utility of their kits. Amumu is still one of the highest win rate junglers and he is cc heavy, simple kit, tank and has a good amount of burst.
