Because, you know, the average person doesn't have humongous lumps of fat hanging off their chest (which is what breasts are, by the way). The more fit you are, the smaller they are. Jinx has a smaller build and is in good shape, so it stands to reason she'd have a smaller chest.
I have a question for you: Why do 99% of the female champs in League have balloons under their skin? The size that they have is -not- by any means natural, given their build and figure.
I personally don't mind a flatter chest, I LOVE the look of Jinx (DAT SMILE), and I think that some variation is absolutely fine to see in League even if it catered 100% to a male audience that spends hours looking at the in-game models and splash arts of female characters. I know there are some folks out there who actually prefer flatter chests and it gives the game more variation. So what's the harm? Let Jinx be smaller than her fellows, it fits her build better and makes the game feel more consistent.
