Riotrepertoir should be Riot's Community Manager
He should be in charge of interacting directly with the community. He seems to be the only rioter that actually WANTS to be in the community so there is no reason he cant be the gateway to Riot.

I think its more like all of riot should be like him. Just imagine all your reasonable questions are answered.

Oh my god are you serious? Apart from how wrong that is, can you blame any of them if that were true? These boards are a cesspool of whining that direct everything at riot, and despite efforts to communicate they still get harassed and told they don't communicate anyway.
There're people who likes and do communication better, but I respect all Rioters.
I'm definitely not a substitute for what any Rioter would know on the subject, but I don't think the concept of a community manager would really fit in well with the Riot culture. They seem to pretty much seem to want all Rioters to interact with the community in whatever fashion they themselves believe prudent. Having some guy in charge of deciding who gets to say what and how and when kind of muddles that relationship the we should have with the Rioters.
So by all means, like the guy and talk with him and treat him like an awesome person, but don't go around saying he is somehow the better of other Rioters in comparison, because that's just kind of disrespectful to everyone who works behind the scenes.
