Having Issue's with changing key bindings. Help Needed

I've been using this set up for a long time, accidentally restored everything to default.

Every time I follow the steps in the post, nothing changes. It is like League is no longer using the input file, and I have no idea how to fix the issue.

I've tried just about everything short of reinstalling, but I know that won't work because I couldn't get the input file to work when a friend asked me for the same set up. I can't play without this set up.
